I have unusually low compression of 60 psi across the board but no smoking. so im trying to make sure the timing is correct.

the top of the chain with the two black links are on the cam sprocket correctly.

but how can you tell if the lower gold chain is on the crank shaft?

I think the pulley is suppose to be the second notch from the left so does that mean the gold link on the bottom of the chain on correctly?

can the crank pulley be attached to the crank shaft only one way?

yes the sproket on the crank is keyed and will only go on one way. also search around there is a document regarding timing the SR by counting the links of the chain rather then using the marks. It is an easier way to determine if motor is timed correctly.

timing will have nothing to do with your compression....try using another gauge, and test again

bump. was browsing timing problems and saw this. timing does affect compression
