Windshield Washer Lever

i have an 89 fb, and on the windshield washer lever, there's a black knob that you can turn, and there's a gauge that shows a blue and white part, and when you turn the knob, it changes colors, what the hell does that do??

when you turn wipers on that controls the speed the go out..light rain, slow speed. lots of rain, wipe faster

i'm not talking about the lever and how it controls the speed of the wipers, i'm talking about the knob on the end of it that you can twist

yeah moving the lever is intermittent-slow-fast, and the knob adjusts the time between wipes when it's on intermittent
