it wouldn't create many jobs but it would bring thousands of jobs back from over seas. Think of calling t-mobile cs and getting an american. Or getting some of our chinese/taiwan/south american manufacturing back in the states. A tariff on specifically targeted imported goods could level the playing field for competition with emerging overseas markets as well as 3rd world countries.
Say a company only had a specific margin of additional profit from manufacturing overseas as opposed to in the states, if the tariff overcame that margin(sometimes only 10-15%) then those companies could just as affordably manufacture stateside.
Lets face it these jobs aren't going to pay like they used to(15-25/hr for operators/machinists) but at a reasonable wage the average worker working 40-50hrs/week can generate a respectable income(location specific). And its alot better than collecting unemployment until that program goes tits up.
Downside-
Things are going to cost more. Plain and simple. Don't think that after you jack up tariffs on everything technology and manufactured goods are going to stay as dirt cheap as they are now. We could likely go back to the days of the(singular) family: car, tv, computer, etc. As opposed to the current standard of at least one tv and pc and car for every room in your house plus a boat, 3 jet skis, 2 dirt bikes, 3 harley's, and 2 project cars in your back yard.
