the turbo looks kinda yellowish in the pic but it really doesnt it actually looks preety clean and silverish, also i might be willing to trade for other stuff

Pulsar turbos are both water/oil cooled.
You should be asking if it's journal bearing or ball bearing.
And seeing as pulsar comp housings don't have studs, they have bolts, I'd have to assume this is a t28, but I'm not sure about it being a 15 turbine.
Take a picture of the exhaust housing so we can see if it's divided like a real s15 turbo.

This turbo sure looks identical to this Craigslist ad. Turbo also looks like from an Pulsar FWD SR.
