ecu fried??

wondering if my ecu is fried. 91 240sx.

with the key on the on position and car off the check engine light should flash and then turn off right? also the lights on the actual ecu dont blink.

& pin 104 (fuel pump relay) isnt getting battery voltage with the key on engine off

smell the ecu , should have a burnt smell if u fried it....
