There are replacement inner rails.
Looks like the other side has had this done already and this side has had some square tube stock welded in.

I'm thinking of making my own rail. Does anyone think there is a way to put the car on its side in order to build a very strong custom rail?

rotisserie but i cant imagine that going very well.
why not get it on a lift and do it from under or how about just put it on ramps and get under there.
id just buy the liners as mentioned above because they are cheap enough or just find a cleaner shell.

Suggest finding a cleaner shell also.
It will save you tons of hours and cash rather trying to repair that rust which still may be 100% when done.

Doesn't seem to be any spot welds left to drill.

You can ether grind down the spot welds or drill them out. Then grind out the rest of the rusted mess.

Alright. i will probably just use a grinder and my cutting wheel so i can get out the rust alot better.

xcessive manufacturing makes replacement rails... heres the link
Xcessive Manufacturing (http://www.xcessivemanufacturing.com/merchant.ihtml?pid=172&step=4)
id suggest completely removing the part of your rail thats rotten weld this in place and then id clean the rest of the surrounding area up and i would then undercoat the hell out of it..
im not sure if they are spot welded in but if so there is a certain drill bit you need to use.....
im sure you can get it at a fastenal or somewhere you can buy body repair stuff
maybe even harbor freight...
