does it whine when boosting?
Turbo probably is shot, Check for shaft play

could be something in the block, i've seen so motors start to whine from the bottom end once warmed up.

well the Cams will squeak if you have no oil flowing to the head.
Verify you have oil pressure and oil flowing to the head before driving that car any further

odds are its the belts. check the belts if they have slack. if so just tighten them

how would the belts be the problem if they were off?

its not the belts for the 5th time they were off and when on they were tight enough for it not to squeek or whine...BUT!!.the turbo has shaft play and an actual sr owner told me its the turbo in its early stages going out

Yea I second the turbo but it could be the rod bearings - they do good bad... and then they make a horrific whining noise - then a piston flies out the side of the block... speaking from experience...

this was the problem

turbo being held by one bolt and the gasket flapping around creating the whining noise as if you would put a piece of paper between your lips and blow haha

It wouldntve been a rob bearing. I spun a rod bearing literally two weeks ago and its not a whining sound, its more like a knocking sound.. But hey at least you found out the problem, now go to t28 :D
