Obviously the cat is your problem. Did you get a used cat? or a brand new aftermarket cat?

I got brand new magnaflow cat from PDM racing 2.5 inch. Looked super legit and no dents or scratches.

Was the car warm when the smog check was done? Catalytic converters tend to not work so well when the engine isn't at normal operating temps.

you should of asked them if it was ok for that cat to be used in CA bc alot of aftermarket cats are only 49 legal which leaves out CA hence prob the bad results

I drove it about 10 miles so i am pretty sure it was warm. I bought a replacement one from them for my AE86 and it passed. Has anyone ever used one of there cats? Does anyone have a stock working one i could borrow?

After i seafoamed my car i changed my oil right away. Could it be that after driving it the excess crap form the seafoam dirtied up my oil. Any suggestions?

I've failed emission in TX for the past 3 years and this year I got the used cat and passed with very low numbers. In the past, I used RXP and Guarantee to Pass chemicals from Autozone and barely made it. OEM cat is 3 way and aftermarket is 2 way. Used OEM cat should be better than new aftermarket one.
