I'm going to try and be as nice as possible.
There is no such thing as "budget."
Do it right the first time or keep doing it. It doesn't matter if you're 17 or not; save your money. Don't start planning on building a car unless you can pay for it and have a job for it.
I had $3000 into my car by the time I turned 18.
Now, onto the list. Don't get a CxRacing turbo kit. I'm assuming you're just learning how to drive; you should learn how to drive a boosted car before you upgrade turbos; especially with a garbage CXRacing turbo kit. Now, Godspeed radiator, why? Get a Mishimoto, they're just a little bit more and have been tested and gotten nothing but good reviews. Oh, and Spec clutch? No; just no. Not when I've heard horror stories of them flying apart inside the trans.

when are you getting this car? this year, next year, etc.
your list is ok, personally i'd skip the isis suspension parts though, read some reviews we have of them here. it's a hit or miss, some good, some bad. i'd never cheap out on suspension parts, save up more for SPL or even Cusco.
strut bars are whatever, they're all the same. doesn't matter if it's megan, greddy, cusco, ebay. it's all about bling factor.
you get what you pay for. no comment on your engine parts, though i've heard from others that CX and Godspeed are crap parts.
PS - get your flame suit ready.

just like this guy said. If you are into drifting. Get coils toe arms rucas and a good alignment. Then weld your diff and learn to drive the car with the power it has now. Dont jump into 300whp as your first car, youll find a tree or light pole.

I think.. Just get the car... have fun with it enjoy it, connected with the car before you instantly start putting mods on it. I used to be like that when i got my s13.. i wanted all this stuff for it right when i got it.. and after i finished most of it now i dont even really want the car anymore. so just take you're time and over that time you'll see what you think will be right for the car.

Exactly. My car for example: 100% stock SOHC. Aluminum 1 piece driveshaft. Exedy OEM REPLACEMENT clutch. Q45 front brakes. No-name rear strut bar. PoweredByMax coilovers. B-Wave exhaust. Welded diff. I drift on it, and it loves it. My next step is getting an alignment with aftermarket arms and such, THEN going to power, but only after I've learned car control.

This reminds me of when I was 15 in school. While I was bored in class I would come up with a list of modifications I wanted to do to my car when I got it. Oh the memories!

I had a new list for a new car everyday in highschool haha. Didn't register on a new forum and post it everyday though. That being said, if you're young and dreaming you won't get any respect on here until you show some work; so wait until then and it could be rewarding in the end.

this is how it has worked for all of my friends, me included when it comes to building a car.
1. your never gunna get the money for that list with a parttime job, most likely
2. IF you do get the money and your ready to buy parts, chances are something will happen with your finacial responsibilitys and your gunna need the money
3. IF you get that list, put it in your car and DONT manage to crash/blow it up. you will find yourself in some sort of financial issue and your gunna need money and your gunna have to sell it for less then what you put in it and itl turn into a huge waste of money and your gunna regret it.
im 18 and one of those 3 things has happened to me, and 3 of my other friends.look at it this way, school should come before a stupid car. and thats exactly what it is, a STUPID car. if your familys got cash and they dont need your help things might go differently. but what are you gunna do for collage when your broke? say "fuck it, ive got a baller ass car"? no. thats dumb. save your money. fuck the sr, rock the KA and have fun while you have it and sell it when your 20 and get a car thats nice because by then chance are your gunna want out of the 240 scene and just be normal. unless you have a solid job that you have more then enough to waste money on a car theres no reason to build one. wait till your older. its really just not worth it at all at our age.

^ agree, go to school, get a good job, build a sick car, have a nice house, have a hot wife, and then look back at what would have happened had you spend all this money on a car and not gone to school, and laugh, smokin a cigar and drinkin some Shipewrecked 1907 Heidsieck Wine($275,000 a bottle)... then you will have acheived baller status... but if you got that much money to spend on a 240, why the f*** are you driving one...

From experience, I would do you suspension mods right now and just enjot the KA like a couple guys said. I had everything for a KA-T around the time i graduated high school and then reality hit me as college got closer and had to sell everything. Trust me you will enjoy the car just fine with some good suspension.

Dude I was totally in your shoes 3.5 years ago. I was about to turn 16 and had just bought my S14. I actually have a list similar to yours that I found last week when I was cleaning my house for thanksgiving (mine was on notebook paper in a binder I made for my car). A lot of what people have said I'm going to have to agree with though...
Your 'budget' will soon become a misinformed joke that you may laugh at one day, and if I were you I'd skip on the ISIS parts. I'm assuming you were looking at them on enjukuracing.com and if so I'd definitely recommend the CircuitSports suspension package.. it's a little more but probably worth it. I've bought a few of their products and have been happy with everything I've bought. I would also (if I could do it all over again) get the suspension stuff first, and don't abuse your car. The SR isn't rediculously powerful stock, but it's powerful enough to get you into A LOT of trouble if you don't know what you're doing. I actually got my motorset from enjuku as well and was extremely pleased with the cleanliness of my engine.
As for people telling you not to do what you want.. FUCK 'EM! Let them live their boring lives the way they want. If one day you're strapped for cash sell some shit.. it's not that big of a deal, but why not have fun while you can? Just remember high school is all about having the coolest car so's you can pull in those hot freshmen girls... er I mean.. yeah..
...So anyway good luck and keep us posted!

Give him a break , im sure most of us did this. I know i did, from when i was 12 to 17 i would spend hours making excel spreadsheets of parts that i was gonna get for my s13 that i didnt have yet. Now that i have one, i just laugh at how naive i was. TS its good to make plans but plan it in a timeline, like some other people have been saying buy some coils, suspension arms and most of all a good set of tires before anything, then work your way up. Cheaping out on parts just so you can have it all right away will end up costing more money in the long run.
