does the head need machining ? was the engine runing before teardown?

Heres the story:

Buddys S14 was running, but he says his piston rings were bad and caused tons of blowby. He pulled the engine and out and tore it down, and before putting it back together, got over it, just sold the chassis, and was left over with all the engine parts. So he just dropped it off to my house this week and said sell this for whatever you can just give me half.
