S13 Bumper removal

Hey I have 92 and I'm trying to remove the front bumper but its still on pretty solid. I took off all the visible 10 mm bolts and parts of the fender. However, there are a few on part 3 in the diagram that are straight rusted/stripped to crap that I cant get off, even w/ wd40 and pb blaster. They need to come off in order for the bumper to come off right? Should i just dremel them out?

If you got some that absolutely won't unscrew, you'll have to saw the head off, then deal with the stub when you get it apart. I'm not sure if I see them in the picture, but there are two or three bolts on each side that secure the fenders to the bumper. The heads are between the bracket and the inside of the fender, just above and forward of the side marker light, so they're not easy to see.

part 3 of that diagram doesnt have anything to do with it
make sure all the 10 mils are gone inside the fenders
make sure the black plastic lip is disconnected from the fenders
make sure theres nothing connected under the hood
make sure all lights and connectors are disconnected
go under the car and find the 2 giant nuts that are holding up your bumper support.
take said nuts off
pull like hell and your whole bumper will come off
