1990 Fastback

Ok i was messin around under the hood today, and i think i really messed something up.

You know the hole in the sheetmetal, where the plastic resonator pipe goes though? Well i was trying to enlarge that by cutting at it, and peeling it back. (I know not very smart but thats what ya get from me!) Well i was pulling a piece towards the front of the car with long pliers and i was right by some pump (it is cylindrical and has three tubes comming out of it at the top, with stickers marcked DIST VC yellow dot, PURGE green dot, FUEL TANK blue dot. I don't know what happened but all of a sudden a pop sounded with a small flash and small amopunt of smoke. So pretty much i grounded something out, but when i was looking around there are no wires around to be grounded????? I couldn't find the exact location of the burn mark so i don't know what i sparked.

Well anyways now I have no electricity. I have to start the car and rev it up to about 2000rpm and then all of a sudden all the gauges light up, the windshield wippers flap twice, and all is good. The funny think is that when the car is turned off the headlights still work, but the parking lights do not. With the ignition turned on nothing works, except the fuel pump (i can here it charging the system) and the headlights. The power seatbelts don't work interior lights don't work, just the freaking headlights???????????

I have no idea what i fried, but i really would like to fix it. so if you have any ideas please help, or if you need some more info just ask.
