turn signals always work, but just if you dont have that piece that makes them turn off when your steering wheel returns to its position it will just stay on, you will have to manually turn them of, the horn i dont know i dont have any...
remember that with a deep wheel and a normal size hub and QR the wheel will be pushed WAY fowards for some people, dont know about you, at least i have both normal sized and a no dish wheel white and they are really pushed foward from the stock position, if i sit where i used to with the stock wheel the wheel crushes my chest (yeah i have short legs...)
you dont NEED a quick release that is personal choice but you do need a hub and most hubs have a NARDI bolt pattern...

if you want to run a quick release i suggest a SLIM hub, normal sized quick release with a dished wheel
this will be a TINY bit closer than stock, but hardly noticeable.

I have a 91 240 with a NR-G Short hub and a cheap quick-release I got on here can't remember who made it. I definately recommend the short hub despite the price. I have a Personal wheel and it's ridiculously forward of the stock one even with the short hub so +1 for the short hub idea. That's my two cents if you want I'll post some pics of my setup if that'll help you decide. My turn signals work mediocre at best with the short hub but that could just be the way I had to bolt it for the cheap quick release. The horn will work fine if you get a good quick release hub my wiring on my broke as soon as I got it so I plan to throw a button on but I just rev my motor right now LoL.

i have a the nardi deep dish wheel, an aworks race balance quick release, and normal sized splash/boss hub.
i actually like that it brought the wheel closer to me, personally it's more comfortable for me. i'm 5'11 with proportional arms and legs.
you do the math.
you don't NEED the quick release. you can get everythign to bolt up with the hub adapter and just the steering wheel.
quick release is a luxury item for posers like me, and a must have for people who track their car.

Go to ebay, look up BOSS hub for the S-chassis, use that. Will come with the resistor so your check airbag light wont be on.
