I'm going to rephrase my question. I have an obdI s14 with a 3 wire heated o2 sensor harness and someone gave me a 1 wire o2 sensor. Could I just hook up the sensor wire to make it work or do I also need the power and ground wire?

I have a 3 wire o2 sensor for $20, and no you cant without throwing a code for the heater circuit which will fail you, I assume you have a S14 OBDII ECU

It's actually an obd1 ecu.

Then you only need a single wire o2 sensor UNLESS the S14 might be different fo rthe early years, anyhow what is the connection on the engine harness 3 wire or 1 wire?

Unless it's a late model 95 auto ECU (the only 95 to use a 3wire O2) you can just hook up the signal wire, the heater wiring isn't needed. 96+ of course will require it.
