metal clips on turbo housing bolts to exhaust manifold

There are metal clips on the nuts connecting the turbo housing to the exhaust manifold. It appears as if the clip prevents the bolts from turning. What is the method of taking off these nuts?

bend the clips out of the way remove nuts.... then when your installing it back together... tighten nuts and bend back ... try to get the metal clips as close as possible

thanks - just wanted to make sure i wasn't going to break the brackets that way
