looking at some ~+7 mesh rims to buy. i have an s13 w/ eibach sportlines and i am not planning on doing the z32 switch or coilovers. can i clear ~7 offset?

lowest offset..-10 or more
you'll clear everything lower then a 30 w/o problems.
but go lower then a 10 and they'll stick outside the fender, they can also stick out if the tire size is bulgy as well. 7"? go 205/55/xx
negative camber and spacers fix all my 'offset' problems..muhahahahaha

i kinda like the outside of the fender look (a la adey style, i guess). just was wondering on fitment problems w/ the sportline coils. thanks

You should be able to fit a 15x7 +7 with ease, either front or back. if you put it up front you'd probably need about -1.5 or -2 degrees of nega camba, but they may fit w/out neg camber if you put a 195 tire (or similar) on it.
My volks (gold ones) are 15x7 +5 and they fit the rears fine... I had to hammer out my qtr panel 'flap' thingy a little, but again, if you run a skinnier tire (195) you shouldn't have problems. Your offset is also 2mm higher. :p not like that makes a difference!

hey steve, are you talking about that club4ag post? Cause i can assure you they're +17 offset, not +7. That guy probably read it wrong or is lying about the real offset.
Being 15x7" with +7 offset, you would have a bigger lip. not like this one...
