Aside from car soap, what else can I use on flat colored paint? I've got some hard water stains on my hood from sprinklers, and am thinking of using wax to get it out. I just don't know what effect the wax would have on the paint.

How was you car painted?
If it's just rattlecan, then forget it. Live with the stains.
If it was a professional paint job, then you should be fine to wax it.
Easy test is run your hand over the paint. If it feels smooth, you can probably wax it. If it has a texture, leave it alone.

I had the car painted at a body shop. The paint is relatively smooth, not completely, since it is a flat paint. I had a guy last night tell me, since I had the car painted about a week ago, I should give it another week, and then wax it. Or, he mentioned going to some bike shop. I guess they've got some stuff that is made specifically for cleaning flat paints (IDK).

Give it more than a week, you can handle the water spots until the paints cured

So, how long should I wait B4 trying to wax it? And the water stains will come out, right?

yes the water stains will still come out
and you should wait almost 2 months to make sure your paint is nice and cured.
