I think they are. They do have a chamfer on the side that see's the hub. Is there a certain feature I could identify to verify that they are?

Correct, they are missing the brackets that mount them to the underside of the bumper support. Since they are solid mount it sort of requires you to have a very solid bumper or the movement will cause the fog lights to scratch the bumper. I would be better to mount them to the bumper, like the blinkers are.
