S13 Seatbelt Help

Ok so boff my driver and passenger seat belt things do not "move" when the door is opened or closed. Is there a fuse somewhere thats busted? I hope this is a good description...:keke:

try the fuse box next to the driver's side kick pannel under the dash. might be there. otherwise just upgrade to s14 seatbelts.
