engine smoking

my engine only smokes if i go down a grade and let the engine hold its self back. it also has a oil and gas smell when it smokes. could this be rings, turbo seals, it is a fresh engine with around 4000 miles on it new rings, valve stem seals, valve guides, and it does not smoke any other times. thanks for any help

im sorry i may be dumb but i dont know what you ar talking about

an engine has the most vacum on deceleration. the vacum could be pulling oil thruogh the pcv back into the intake a catch can would catch the oil before the intake.
