i dont think anyone has thought of this before
but i got an idea of how to do it but i dont have the electronics knowledge to implement it

It's not a voltage signal going to the speedometer, it's a pulse train. A circuit like the one you described would be easy to build but wouldn't do a damn thing. In order to do what you described you'd need to divide the FREQUENCY, not the voltage, of the VSS signal by ~1.6 (the conversion of km/h to mph). Dividing frequency by 1.6 is a difficult thing to do.
Now, one could insert a lowpass filter into the VSS circuit that would make the signal drop to zero when the frequency reaches whatever frequency corresponds to ~110mph or so.

I have heard of a nice idea about wiring an off/on toggle swith to the appropriate wire. When you want to go fast, turn it off it. When you want your speedo back, complete the circuit as normal.
Just what I heard. I have no clue if it would work or not. I don't know enough about the speed limiter.

if you've been driving your 240 for a while, you can tell how fast your going by looking at your stock tach.
3500rpm in 5th is 80mph.
2000rpm in 4th is about 40mph i think.

Not like the speedo will be accurate over 110 anyways....

No. The VSS sensor to the best of my knowledge (and I am 99% sure I know what im talking about here) is also the signal for the tachometer. It all dasiy chains off of the VSS signal in this order:
VSS -> ECU -> Speedometer -> ECU -> Tachometer
So removing any part of the chain will make the part above it not work. On this I am almost 100% sure. Someone correct me if Im wrong.

The tachometer doesn't depend on the VSS. The tach signal goes crank angle sensor (distributor) -> ECU -> tach.

It can't be this complicated. I eliminated the speed limiter on my S13 by disconnecting the 5th gear sensor and cutting the yellow/green ECU speedo wire. I installed a switch in case it set off the check engine light, but it didn't for what ever reason, maybe since its a non-abs car so there's no diff sensor to tell the computer that somethings off. Speedo works fine and I've wrapped the speedo needle almost to the odometer reset button.

Ok I am too lazy to read this post but I know you didn't link to it, but the FAQ on org is wrong in that statement. It says that it gets rid of the speed govenor when you cut wire * on the ECU. I know someone tried it and it didn't work. Just adding this if you are talking about that and just a bit more info for people that found that.
