Isn't the SR in Sentra SE-R the same as the JDM S13 SR just without the turbo? I'm curious because as far as I know it is legal to swap an engine that is available in the US into our cars as long as it is the same year or newer. If someone got in trouble about having the SR couldn't we just find a way to argue that the engine is from an SE-R, providing that the person removes the turbo and make it NA, so he/she could pass a visual inspection? I'm just curious.

No, the engines are very different.

No, the JDM SR with the turbo replaced with a header will not pass as a Sentra SR20DE. In order for an SR20DET to pass as a Sentra SR20DE, it'd have to have the Sentra's stock manifolds, tubing, and ECU, which won't fit. It'd also have to be internally the same (it isn't - different cams and pistons to start).

If you're worried about passing a visual inspection, turbocharging a 240SX is not for you.

Oh I'm not worried about passing inspections, I was just curious as to if they are the same or not.

I'm just saying in general. Visual inspections just aren't part of the equation for the SR or KA+T. It won't pass (legitimately), and nothing anyone can do short of returning the car to stock will make it pass.
