Peel off the covering and then SAND IT.
You will need to recover it For Sure.
I Found an Old T-Shirt (Deftones) and practiced w/ that.get a stapler and Where it wraps around the sides/inside..staple it there.Everything will cover it up once its ALL back together.
You could use some Spray Adhesive around the handle part & or all of it as its the hardest part to do.
I'm trying to find some Nice Grey fabric To complete the KOUKI interior to do my door panles and Glovebox

yeah.sand it smooth as you can.Start w/ like 180.It'll get the "bumpy'ness" out of it.Enough to where the Fabric won't Show its Texture.
Just find an Old solid color (Or design you wanna try) T-shirt and cut the middle out.use Old fabric as a template.

No sanding. No staples. (Even though I probably should have)
Double sided tape on the insides.
Has held up for over a year now.

Yeah I attempted to sand all that foam off of mine so I wouldn't have to recover it at all. Didn't do anything, made it worse actually. Just go get some fabric as others have said and try a few times and then use staples or spray adhesive to stick it to it. Did it to mine and it has held up for almost a year and a half now.

Originally did mine in black vinyl, recently re-done like this:
