i have a s13. and im going to put in a s14 engine. i know i have to use the s14 ecm but do i need to use a s14 gauge cluster? let me know asap thanks!

You don't use either one. Nor do you use an S14 harness.

Research before asking, this has been covered to death in a hand bag.

you can use the s14 harness and splice the s13 dohc and s14 dohc harness together. you only need a dohc cluster (from a s13)
