Valve Stems on new wheels

Hi guys,

now i have probably a rather dumb question, but i just wanna make sure i'll do this right, i searched but didn't find anything useful.

so here's my question, i got my new wheels today (enkei RPF1) and i got those blue valve stems with them.

now on those valve stems there are
2 rubber grommets or something, followed by a chrome washer thing and two nuts.

so how are they going on to the rims? is it:

valve, grommet, wheel, grommet, nut, nut ?

just wanna make sure i do this right ;)

Ya, you're right.

Valve, Rubber Grommet, Wheel, Rubber Grommet, Washer, Nut, Another nut if applicable.
