s14 clig lightrer bulb size? Also when is it on

Title pretty much sums it up. Disassmbled my radio bezel cause I'm afraid I'm gonna have to buy a new one, and I noticed a bulb. When does it illuminate the cig lighter, cause I need to test whether the bulbs is dead or not, because mine never lit up that I know of? The bulb had a blue cap, so I know I should have seen a blue light, which I never did. Does the lighter have to be pushed into to work, or is it suppose to light up at night with all the other dash lights automatic?

Anyone know? closest match I've found is a "74 bulb" on ebay
