s15 bumper installation

so i went to install my s15 bumper today and noticed that the bolts that i intended to use wouldnt be threading into anything. do yo guys just use nuts and bolts? the more i think about it, i thought my s14 bumper cover had some sort of plastic thing that the bolts screwed into.
if anyone could shed some light on this it would be very much appreciated.

kidding youre talking about the the one where the bumper bolts to the fender at the front near the headlights right? I used a nut and bolt with a crush wahser

no in between the headlight, where the bumper goes to the bumper retainer.
