The collars are locked. You should have gotten two wrenches to unlock and adjust them. They just turn. If you dont have the wrenches, I usually just grab a Flathead and LIGHTLY tap on of them until it loosens. Then lower to the desired hieght. As for dampening, play with them. If they dont tighten, you might need a rebuild.

So your saying adjust it by moving the collars that the spring is sitting on? the dampenings are tight and i can hear them click each time.

also i was wondering, how do you know how much preload is enough?

usually you would want zero preload or only a couple of mm of preload. zero preload is when the spring is nice and taught between the locking plates and to the upper hat. basically you just set it so that the spring doesnt jiggle around and isn't compressed. you adjust ride height by lowering.raising the entire shock body (lower locking plate/nut whatever its called). what are your spring rates?

doesn't look like you can adjust much preload with that helper spring there.

so it can come out? i read helper springs give a more better ride, so if it can come out, the ride would be harsh?
