Long story short, I relocated the fender harnesses on my S13 after it was too late, and I've been having all kinds of odd electrical problems since then. After trying to fix my old underhood chassis harness, my remaining problems were:
-headlights not going down
-only passenger headlight goes up
-rpm gauge not working (skips around every now and then, or when I turn to the right sharply, as if there was a bad contact somewhere)
-speedometer not working
-odometer not working, haha
-fuel gauge not working (never knowing how much gas I have bothers me the most)

Well, last night I replaced the entire underhood chassis harness with a good one, only to stay exactly where I was at before, though I guess it needed to be replaced anyway since the old one had so many cut up and burned wires beyond repair (I don't get how it still worked), but my problems are still exactly the same.

What could it be?

I will recheck all the engine bay fuses and relays again, even though they should be good.
My dash harness has been on fire twice, a portion of it is burned up (the part that would go to the climate control), though my gauge cluster and headlights still worked after that. Maybe there are some other burned wires on it that I'm not seeing, I'd say this would be the most likely source of the problems.
Also, I noticed a slighly burnt spot with a couple of exposed wires on my engine harness before I relocated my harnesses, but I covered it up and it's been fine ever since, plus I don't see how that would affect the headlights, but the gauge cluster, maybe.
The only last thing I can think of is replacing the gauge cluster and headlight motors, though I highly doubt there's anything wrong with those things.

Any thoughts on what it could be?

first like you said, check the fuses, if they are all in tact , then i would start going over all the wiring and make sure all of the grounds are on(ecu bolted down, ext)

2nd... did you rewire anything, and if you did, did you use a smaller guage wire in those area's

if all of that seems to be ok, then i would find a new cluster and headlight motors

Well, when you replaced the harness did you forget to unplug the battery? I doubt you forgot, but eh I dont know.

I would say its a short. It makes the most sense. If you've had fires before, there is too much current. Maybe you lost a ground somewhere?

The only think I can think of is to get a multimeter and check out each individual wire. May take a while, but it will help you narrow down the source of the problem. Probably a wire harness you cant get to unless you tear your car apart.

I have a similar problem. I was griding a seem off to tuck my harness higher and my dumb @ss thought there was enough room but I ended up grinding into the harness. So about 20 wires were messed up. I soldered it back together and now my speedometer stopped working and my fuel guage does not work. I'm going to check the fuses tonight and recheck my connections.
