OK,

So I've taken off my OEM sikeskirts in hopes of selling them to fund my coilovers. I've run into a few issues. The first one is that they weren't being held on by double sided tape, but rather by this rubber tar stuff that seems impossible to get off. Hopefully someone who does bodywork can chime in.

My second problem is that the sideskirts had some plastic support bracket that was taped to the rockers, but also screwed in, on the side, so I don't know what I should do about the holes. For now, I've just left the screws in there so that dirt and water can't get in.

Good news: rockers are actually in pristine shape.

Bad news: holes in rockers (from screws), and looks like shit currently because of said rubber shit.

Any advice appreciated!

to take off the rubber/tar stuff on your quarter panel look into 3M products.

Here is a adhesive removal tool: http://solutions.3m.com/wps/portal/3M/en_US/Auto-Accessory-Attachment/Home/Prod/Info/Related/?PC_7_0_7MV_nid=GSD32KVSRGgs62QWM928KWgl41NBR71ZZV bl
^^^ I use this at work and it does wonders. Takes off almost anything without going through the clearcoat. Obviously it takes a bit of practice and skill if you don't want to fuck up the paint, but that tool is the easiest and fastest way to clear anything off the clear coat.

Then you have your second option:

^^^^ Pretty much a thinner/polisher, gonna need to put in some elbow grease to get everything off your car. Takes time, but most likely cheaper depending on how many friends you have in the body work industry.

Both will give you the same effect, a clear clearcoat.

As for your other questions, no clue wtf you are talking about.

Thanks for the advice, I will try that second one before going out and buying that wheel ( I'd also need the rotary tool).

And what for my second problem, its just that there are screws going into the side of the rocker panel, and i'm wondering how I should go about sealing the holes.

haha simple enough... I plan on getting a kit sooner or later, so I guess it doesn't matter what it looks like.
