this just got forwarded to me by SEMA. it's pretty interesting and really affects all car enthusiasts. it starts w/ california, but then where will it end?


URGENT LEGISLATIVE ALERT

California Bill to Require ANNUAL Emissions Tests for Vehicles 15-Years Old and Older to be Considered on April 16th

Legislation (A.B. 616) introduced in the California Assembly by Assemblyman Dave Jones ([email protected]) to require annual Smog check inspections for vehicles 15-years old and older will be considered by the Assembly Transportation Committee on Monday, April 16th. The bill would also require that funds generated through the additional inspection fees be deposited into an account which can be used to scrap older cars. You may recall that in 2004 a new law was enacted in California to require the lifetime testing of all 1976 and newer model-year vehicles. Pre-1976 motor vehicles would remain exempt under A.B. 616.

We Urge You to Contact Assemblyman Jones and members of the Assembly Transportation Committee (List Below) Immediately to Oppose A.B. 616

A.B. 616 ignores the minimal impact vintage cars have on air quality.
A.B. 616 could entice vintage car owners into allowing these vehicles to be scrapped.
A.B. 616 ignores the fact that vehicles 15-years old and older still constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.
A.B. 616 ignores the fact that classic vehicles are overwhelmingly well-maintained and infrequently driven.
A.B. 616 would increase costs by creating an annual inspection fee for owners of these vehicles.
A.B. 616 represents another attempt by California legislators and regulators to scapegoat older cars.
A.B. 616 would require vehicles 15 years old and older—presently ’76–’92—that are not currently exempt would move from a biennial test to annual tests with the clear intent of moving them into the scrappage program.

Currently San Antonio has no emissions testing. I've gotten my car inspected the last two years without even having a cat on the car. I can only imagine though that this wont last forever. It seems that legislation like this spreads like wildfire. Once it passes somewhere it eventually becomes "ok" everywhere else.

every time i see this kinda chit i cry a little inside.. NJ is every two years.. most gas stations and shit are usually leniant, so no worries for us... YET.
Im sure if i had a muscle car pre-70s with no cat, i would drive that shit every day and put 20k miles on it a year, like i do my s14.. especially since it would be restored n look like it came from the factory the same day. yea, right.. bs. wonder if opposing this legislation from NJ would do any good haha.

Dear Assemblyman [insert tool's name here] -

I'm there is some idea floating around in CA's congress that the majority of taxpayers would appreciate annual inspections on "older", but still smog-controllable, automobiles, and that the owners of those vehicles wouldn't put up much of a fuss. I'll tell you what AB616 is going to do, and what it's not going to do.

AB 616 is going to enrage those of us who choose to restore these "new classics", because the increased cost of these inspections effectively doubles the cost of owning these cars, and makes it harder to justify taking on these "projects" financially. You may, personally, be fine with this, but let me remind you that Southern California is the car capitol of the WORLD - any additional effort by the legislature to remove this institution, this way of life, from our area will do only harm to our state.

In the event that my last statement has fallen on deaf ears, let me remind you of what AB 616 will not do. It will not effect the pollution in our state by any appreciable means, because classic car emissions are such an unbelievably small contributor. I'm sure you're pushing this through under the guise of emission control, but anyone with half a brain and internet access can figure that this is simply a ploy to remove older automobiles from the road, and increase funding from frivolous DoT smog checks.

I really do want to stay in California, and enjoy my home state, but if this is the direction that the legislature (far removed from the majority opinion, in this case) is moving, then I may have to make my voice heard on my way to a neighboring state.

MA is getting harder and harder to find inspectors that take bribes. fines and security regarding inspections increased so much.

MA and CA are the most progressive states concerning emissions. (so i've read)

This thread is funny. Emissions testing is done for a reason, and CA is the most needed place for it. I welcome it, anything to deter law breaking, ozone killing kids from de-catting their cars is a good idea. You guys complain all you want, just don't get upset when the oil dries up and we're all huffing CO2 and riding electric scooters.

yeah i think goverment got nailed hard this last couple months on global warming, just because it didnt snow wear it normally snows, and did snow where it normally doesnt snow, it was snowing up here close to riverside in cali, which has never ever happend, and i guess they think this is gunna stop that.. lol

In Clark County, NV (Las Vegas) we have yearly emission testing. All other counties, except Washoe (Reno) have no emission testing, ever.

They could care less about pollution. If you want to really control pollution, control it at the manufacturing level not us. Bastards.
