w/ a 95 KA N/A engine, with exhaust, headers, intake?<img src="http://www.zilvia.net/f/iB_html/non-cgi/emoticons/confused.gif" border="0" valign="absmiddle" alt='???'>

looking to get about 200 at the wheel, what can I do?? and how much will i cost me???

Which wheel? the flywheel or the rear wheel?
either way it's impossible. WIth exhaust headers and intake you are looking at maybe 185-190hp at the crank in the best case.

Just want to empahsize "BEST CASE" from Kreator's post.  I would guess closer to 175-180 Crank..  ~145whp with just I/H/E
