Is there any good suspension setup for a 91 240sx with  hicas on it? i would like to lower it about 1-1.5inch though. how much will that be. any advise.

go with the same setup i have, it's cheap and effective

There are a lot of setups. Before we go any further, let me just say, that my suspension is bone stock (base model 98). However, there are a couple of ways to go.
One of the cheapest, easiest setups are lowering springs with some good aftermarket shocks. The other way to go is coil-overs. (Sorry if you already know this, but I wanted to explain if you didn't.) Coilovers are a spring/strut combination that replaces the springs and stuts, most coilovers are adjustable.
Lowering springs - Eibach makes good springs (<a href="http://www.eibach.com/index1.htm" target='_blank'>http://www.eibach.com/index1.htm</a>) they have a Pro-kit that lowers your car 1.8 in the front, and 1.6 in the back, which may be just about what you're looking for. Match that with some good shocks like Koni's for example (<a href="http://www.koni-na.com" target='_blank'>http://www.koni-na.com</a>). However there are alot of other lowering springs and shocks out there, these are just 2 of the more popular brands.
Coilovers are going to run you more $$$, but most of them are height, and stiffness adjustable, which can be very nice. There are a wide range of coilovers.

Those are some of the nicest (most expensive). There are cheaper brands out there, but I can't think of any off hand.
