I bought this cheap to try it out, turns out it's too big to mount anywhere since my dash is already full. They go for $125-165 on Ebay, asking $100 plus shipping. From HKS's site:

The injection pulse monitor (IPM) plugs directly into any vehicle equipped with an HKS PFC F-CON (programmed fuel computer) with the supplied wiring harness or wires directly into the stock ECU of any electronically fuel injected car to show the percent of injector pulse width. Together with the F-CON, the IPM will show the difference between the factory specified pulse width vs. that of the HKS F-CON on it's dual level LED display. In addition, an audible alarm can be set for any pulse width from 50% to 95%, XX% intervals. The Injection Pulse Monitor is especially useful for tuning a fuel system with an HKS Graphic Control Computer (GCCII) for the F-CON because it allows the tuner to know exactly the amount of injector pulse width that the injectors are at. Thus tells the user how much more fuel is remaining by injector size.

Nice monitoring tool for those who don't have a fuel pressure gauge or the room to mount one, fits under the radio or anywhere thin like that.
