My suggestion (and basically what i've done)
-first check for anything that NEEDS replacement or attention
-air filter $5 to $50 (for a nice K&N drop in)
-brake pads if needed
-TC rod bushings (if needed)
-oil change w/ new crush washer $5-20 depending on oil
-new oil filter (get a good one, avoid orange boxes) $5-10
-new spark plugs $6
-new plug wires $30-50 depending on year
-new ditributor cap and rotor <$10 each
-new fuel filter $7
-trans and diff fluid $10-40 depending on quality (I went synthetic since you change it once every 50k or so)
-brake fluid $5-10
-timing advance (if you use premium, free)
-check lights to insure they work
-check and adjust tire pressure free
If most stuff looks good and you don't need new brake bads or TC rod bushings you could probably do everything on the list. I would consider the first 3 items to be the most important to check as they tend to wear and not get replaced by many owners. Chances are your brake fluid is toast as well.

Can't believe I forgot the coolant and resonator box. Yeah, the box is pretty lame and was one of my first mods. I think it may have doubled as a counter balance for the battery as it weighs quite a bit (relatively) for a useless piece of plastic. I honestly did not notice a change in sound until I removed the y-pipe, though it was kind of nice having a cheap ass (though restrictive) CAI.
If you're going to do most of the items, courtesyparts.com is your best bet for instock, inexpensive oem parts. I would order everything at once as shipping is very expesive to start but never seems to go up, so no matter what it always was around $7-8 even though my orders have varied greatly. If I had to do it again I would have just bought everything I was thinking about at once since I ended up getting it anyway.

The DOHC wires from Don (www.pdm-racing.com) are really nice too. The NGK's are $49 and the Aurora wires I have were $50. They seem to be very high quality and the red jacket looks very nice under the hood.
