Are you shitting me? I thought this was someone needing tech advice or something important. Sell your S14 and a buy a Honda with your 3k, then you can get all your "cheap mods" from E-bay.

seriously, its YOUR car, why are you asking other people what you should do to it? but id go electric supercharger, cut the springs for better handling, get some cool jdm graphics, cold air intake for 35 horsepower, exhaust with an 8.5" outlet for another 30, and maybe some neons.. or if you want the most power, ssautochrome makes a good turbo kit. then some 19x7 +50 offset wheels.

It's an old car so I would start with the bushings and general maintance.

I won't hate, even though I want to.

What are you using the car for?

You really should specify.

This isn't DESPERATION. You just want to make a good purchase no?

No one wants to waste money, but we don't know what you're doing with your car.

So you should post that up too.

Do you have a steady income? If not, you should save it for a 100k tune up.

MAINTENANCE!!!!!!
change ALL fluids, sparkplugs, air fuel and oil filters, flush radiator, ATF oil flush on engine, fix any rust spots, new brakes, decent tires.

after youve replaced everything that is replaceable, you might want to invest in a VLSD if you dont have one yet, and maybe some suspension, if you would like to track the car (cheap but good coilovers can be had for around 1000)

all that will hopefully be under 2 grand...giving you another grand to do whatever you want with. thats all up to u. more suspension or paint or bolt ons, whatever you want. but the first few i mentioned are something that will help for almost any application.

oh and this forum you need to use the SEARCH function or youll find it a very unfriendly place.

seeing as how your local and maybe you can be saved before making bad moves, i thought id take the post seriously and help.
for parts, some good places to start id say are spl-parts.com, aspecproducts.com, and phase2motortrend.com. the last 2 are local. support local shops!

i see your in santa ana...im nearby, and over in SA almost every day... i hope you make some smart decisions with the car. every day i see a bunch of shitty boroboro S13s driving around with owners who will never fix anything up on it past chrome 15s, altezzas, and some shitty fire graphics. hopefully u have good intentions, and ill ignore the first post. =P so PM me if you ever need help.

replace worn parts and bushings, fluid check, spark plugs, shock boots, all the basic shit. remember, its a 10 year old car. then from there decide whether you want to improve handling or your engine first, and do it.
