A/C Pannel Problem

ok so heres the problem.....i have a 97` 240sx.....and when i try to turn on my a/c... the 1 2 3 dose not work but 4 will work...ive replaced this switch from nissan in hopes that it was just the switch..i poped it in and i have the same problem..i dont think its the wiring due to the fact that lvl 4 dose work...anyone know what i need to do or ever had this happen to you?

i believe it's a resister... because the 123 is on a resister while the 4 is just direct voltage to the fans ... im not sure but search around i believe they discussed this before
