so... if I were to sell a car right now, would I have to smog it before I sell it AND ALSO the new owner would have to smog it again?

No, I just went to the California DMV website the law has not changed in the last 30 days , hahhahhahhahha. It clearly states that a smog is still good for 90 days from date of inspection. It still clearly states the smog is the sellers responsabilty. It does not say anywhere on the site or under info for buying and selling that the new owner of the car has to smog it immediately. The only time you would have to get it smogged immediately is when the seller did not smog the car before selling it to you or it had passed the 90 day period.
Komatsu probably got a car that had been smogged just over 90 days and did not realize the time limit. Or he smogged a car and then it took over 90 days to sell it and he had to smog it again.
Trust me on this, I would know about this law if it was real, sooner than the rest of you. :D

I sort of understand what you are saying, but just to clarify, who is suppose to get it smog? you said the seller in the first paragraph, then in the second sentence you said the buyer. If this is true, the DMV is complete retarded, because what If i wake up early in the morning to buy a car and the seller smog it then and there, I go to the DMV to register it, would the DMV make me smog it again the very same day? I high doubt there a new law. I think the guy you bough the car from gave you fake papers.

It still belongs in Regional. I don't give a damn about California smog laws as they have no effect on my buying or selling a vehicle in North Carolina or anywhere else outside of California.
