Ok I've been looking around and I came up with this list:

JWT ECU
Pulley Kit
Intake
Headers
Exhaust

I've seen people go on back and forth claiming high hp gains and others saying that it won't do jack and might as well save up for turbo. How much of an improvement will this shopping list do?

That's pretty basic stuff for any NA motor.

What about pistons, cams, P&P head, Blueprinting, and all the other NA mods?

What's the highest hp reliable NA motor out there?

Those modifications will prolly land you between 150 and 160 horsepower at the wheels, largely depending on the exhaust. I've heard of a DOHC n/a pushing 230 hp at the wheels, and SOHCs going well beyond that (dunno the highest numbers we've seen from a sohc)

like yosho said, that's a pretty short list
in investigating the NA route, i've found that Gude performance (http://www.gude.com) makes and sells a performance head...
includes things like aggressive cams, bigger valves, higher compression rating, and a port and polish job...

remember, you can bore only slightly (about.040 over) but you can run maybe a 10:1 compression, and perhaps slightly larger injectors

making it breathe is only the beginning

Well if you can let me know who makes some cams for the DOHC it would be nice because I've had a rough time finding them . Other than that I haven't been looking up much on pistons just because it's not one of the things I run into as often on import websites. How much would it run me if I got some pistons and a port and polish? And what exactly is engine blueprinting, Thats a new one for me .
