Area motorists beware: If your car is too loud, too low or pumps out too much smog, you face stiff fines in a new crackdown on illegal street racing designed to prevent fatalities and steer young people toward safe, legal raceways.
Also targeted are spectators who show up to watch illegal races, smog shops that OK gross polluting cars and auto parts businesses that install illegal modifications.
The first test case of the new zero-tolerance policy will be the prosecution of Jason Antoine Golson, 22, who is charged with second-degree murder in connection with a fatal street race in Citrus Heights earlier this month. Steve Allen Skattebo, 25, hit a tree and died while racing Golson down Auburn Boulevard on Feb. 2.
California Highway Patrol Officer Jim Frost has inspected the two cars involved for illegal racing modifications and plans to testify as an expert witness on street racing at Golson's trial.
"We have a huge problem in Sacramento since we have extremely high numbers of modified import vehicles," said Frost, who is helping train other CHP officers. "Honestly, I think we've been lucky that we haven't had more street-racing fatalities."
Under California law, officers can stop and inspect a vehicle if they reasonably suspect that the engine has illegal modifications.
Frost spent one recent afternoon patrolling the streets of Carmichael and North Highlands looking for the signs of street racing: a chassis that scrapes the ground, the throaty whirr of a wide exhaust pipe, and racing stickers on the windows.
At a stop on Watt Avenue, Frost asked for more than license, registration and proof of insurance. Like the other 130 officers trained by the Drag-Net program, Frost wanted to get a look under the hood.
He said the 1997 Acura Integra had an illegal air filter, its suspension was too low, and its exhaust system made too much noise. The car's registered owner, who was not present during the stop, will have to keep the car off the street until the state Bureau of Automotive Repairs certifies that the illegal parts have been removed.
Replacing a typical package of illegal modifications and reinstalling stock parts costs an estimated $2,500.
Price is the main reason Misty Arce, 26, hasn't changed anything about her lowered 1994 Honda Del Sol, even though the loud tailpipes and illegally tinted windows have netted her three traffic stops since Thanksgiving, including a citation from Frost.
"Honestly, I don't want to put any more money into it," she said after being pulled over on Walnut Avenue. "I want to get rid of it."
Authorities are banking on responses like Arce's to further tamp down on street racing. Rancho Cordova and the city of Sacramento have passed ordinances barring spectators at illegal street races, with penalties for violators that start at $500 and jump to $1,000 or six months in jail for a repeat offender.
"That's why they street race, to show off. So if there is no one watching, then it may decrease racing," said Sacramento Police Sgt. Michael Cooper, coordinator of the Drag-Net unit.
The drive to wipe out street racing statewide is modeled after a San Diego program started in 2001 when that city recorded 16 deaths and 31 major injuries attributed to street races. During the past two years there have been no street racing deaths.
The California Office of Traffic Safety last year expanded San Diego's program statewide with a $5 million grant to train officers from 75 police agencies to spot after-market racing parts.
"My biggest concern was, 'Oh man, they're going to try and make me a mechanic,' but they show us (what to look for) and I'll be darned if the stuff is not there under the hood," Cooper said.
Under the expanded state-sponsored effort, about $400,000 each will go to police departments in Sacramento, Riverside, Ontario, Oakland, Irwindale, San Jose, San Francisco, Fresno and Stockton to pay for operations, educational presentations and training.
The new Drag-Net unit seems to be paying off locally. From October through December, Sacramento police wrote 550 smog and racing citations and towed 35 vehicles. Since January, Davis' five-person auto unit has issued 24 citations for smog violations tied to illegal racing parts. "It's just another tool in our toolbox," said motor officer Rod Rifredi.
Modifying cars for racing, however, remains popular with young people. Jesuit High School junior Michael Lee has spent close to $30,000 souping up his 1995 Nissan 240SX. He says tickets and attention from law enforcement are the cost of his hobby.
"I just see people with lowered cars or exhaust (systems) getting pulled over every day or at least a few times a week," said Lee.
Pajo Bruich, 26, who drives his modified 2003 Nissan 350Z mainly on weekends, thinks targeting street racers is unfair.
"It kind of seems like harassment," he said. "Honestly, you know, it's an innocent thing these kids are doing."
Authorities disagree. A street racing ticket equals two points on your driving record, and sometimes impromptu speed contests turn deadly. Kimberly Marie Wheeler, a single mother from Woodland, was killed when a street racer hit her broadside as she left work last June.
"These are not accidents," said CHP Officer Frost. "They are completely preventable incidents."
Instead of risky races on surface streets, Frost and his colleagues now encourage drivers to use the Sacramento Raceway, where racers can open up the throttle on a quarter-mile track every Wednesday for $8.
"We're trying to come up with a solution to get kids to race on the drag strip, not on the street," said Tony Trimp, who operates the raceway. "We're trying to get into local high schools, but some administrators don't like it because they think it promotes street racing, and I completely disagree. If you can get in there and educate them about it ... it keeps people alive."
This season's first two Wednesday race nights drew more than 1,500 young people who turned out to watch 250 cars compete for the fastest time. While Trimp is thrilled by the turnout, he and authorities want to figure out how to fill the raceway's other 5,500 seats with young people.

laws and other bs like this made me want to move out of california. then i got decently paying job and could afford to buy another car for daily and pay to rent a trailer to take my FC to the track. now i don't have to worrry about any of it. and on top of that, i can have an even sicker racecar than if i only had a street car that i also took to the track, since i don't have to worry about daily driving with a cage, or being too low for speed bumps, etc.

i used to live/go to school in sactown and davis area. they have the program to make money and to save lives. the program wont stop the high profile/big spending/crazy-4-power but it'll make the kids think twice before modifying their cars. soon, it'll all come to end anyway because kids will realize that their puny civics and 240s have little chance of beating the new factory 200hp+ cars without expensive mods.... and, u barely have enough for books and classes cuz u own a 240.

I cannot wait until California fucks with all modified cars so much that all automotive business' go out of fuckin' business because kids refuse to purchase parts. This will end up destroying our automotive industry here in California because shops may get busted for installing "illegal" parts. Absurd!

Listen up, This is old news and DRAG has already been reapproved for another 5 million dollars this year and will be expanded to nearly any major city. I've been pulled over about 10 times total since coming to Santa Barbara for school. Of those 10 times I've been given 2 tickets. One for loud exhaust and modified emissions on my Supra and one for a sticker on the windshield of my 240.
Listen up here is where its a bitch. My supra past the States Ref test with flying fucking colors. You have to take it to court and pay a 15 dollar court fee even tho everything passes. Not to mention a waste of time. When you are issued one of these tickets you cannot drive your car till your schedualed appointment with the REF. This is all based on officers opinion and they are definately not pros.
DRAG has come to Santa Barbara and it seems after the police officers have been "trained" They will pull anything over that doesn;t look stock... unless its a muscle cars. DRAG mainly trains officers based on HONDAS and they look for simple things such as intakes, fpr's, headers, exhaust, upgraded ignition systems and Nitrous. I got a ticket for my stock header on the supra because the 98's didn;t come with headshields and they thought it was aftermarket. It is total bullshit and if you complain the right way you can make changes.
I had my story published in the local newspress as well as teh school newspress. Its easier here in Santa Barbara because the car community is close knit. We wrote letters to the city explaining the profiling and unjustified traffic stops and although it hasn't completely stopped the pulling over of modified vehicles, it definately seems that the cops are wiser at which cars to pull over.
Don't let DRAG and officers just rape you. You can do something about it. Generally i try to be as courteous as possible during traffic routines and I suggest the same but if it goes out of hand then you have to do something. We need to spread the word because there is definately power by number. I've been pulled over and had my hood popped, my trunk popped,and my glove compartment popped for no reason... ofcourse I allowed it because I have nothing to hide on my car, but apparently its illegal.
Anyways think about this.... of all the people on honda forums, nissan forums, toyota forums etc... somebodies gotta be a lawyer or have family members who are lawyers.... if this definately gets out of hand I haven;t passed my bar exam nor am I studying to be a lawyer or law but isn;t there some kind of class action law suit.... Think about it... Why do they want to spend 5 million dollars for this program.... when the schools are being cut from this money. Because they know that they can make money off of us for stupid tickets such as stickers or remember.... "court fees" even if everything is legit on your car and you pass with flying colors you still have to pay that "court fee." Every city is different but it is usally 15 bucks. Think about that. Forevery person they pull over they get 15 bucks off of it ATLEAST. If they pull over 1 million cars a year that yields ATLEAST 15 mil... which is 10 mil. profit. California is trying to screw us over.... how many reported traffic accidents occur in california.... how many of those fatal.... how many of those are attributed to modified vehicels racing ? If you take the number of fatal traffic accidents vs the fata accidents occured in Illegal street racing... I am confident that non street racing fatal accidents out weight street racing fatal accidents tremendously.... and how many accidents can be attributed to the SHITTY road conditions and constructions that occur all over California.
You'll probably hear the cops refer to some movie where kids die due to street racing.... or they'll even say, "those who demand attention, or complain the loudest" are the ones who have something to hide (referring to complaining and doing something against this bullshit) Cops are trained to make up bull shit... TRUST ME of the times i've been pulled over I've heard it straight from the police's mouth the LIES. It hurts that the people that are suppose to protect and serve us.... are the same people that lie straight to our face.... I'm not saying cops are my family ....but they are suppose to be there to trust.... and when they lie in your face.... thats fucked up for sure.
Sorry for my long ass post. I've been dealing with this shit for 3 years now ever since DRAG came to Santa Barbara. I'm pretty happy about the change that me and my friends have done.... We still get pulled over and we still get the lies.... but it seems now that its better selected and not some random pop your hood at the gas station bull shit that we were getting before.
I guess if you guys are going to get anything from this post is to not let the cops walk all over you.... Proper way of addressing these problems can smooth things out.
BTW here are some lies cops make (when I say lie it doesn;t necessarily mean it in literal terms)
-cop pulls you over for a dim tail lamp ... even tho everything is functioning perfectly
- cop gives me a ticket for my header even tho I told the other officer that it was stock.... the other cop says I am bullshitting
-cop pulls me over makes me pop my hood and he tells me that if I tell him what is illegal with my car engine then he will only give me a warning if I don't he will give me a ticket (everything is stock except for a CARB legal AEM intake and I stand there confused so I start pointing to things) and he finally points to hose clamps and tells me those are illegal
-Stopping at a gas station to refill my power steering fluid, cop makes an illegal uturn and comes and stops me and has his hand on his gun and tells me to step away from the car (in broad daylight ) then makes fun of my "chicken wired car"
- takes a look at my car makes me pop my hood trunk and glove compartment and then tells me he won't give me a ticket but I should get the ref to make a paper stating that my engine is legal.... because he says he knows i replaced the engine from a different model (like it was some honda) because of my engine mounts ... stock everything (then as I am filling out the paper for the sticker ticket me and my friend hear the other cop asking the cop that gave me the ticket how I knew that my engine was replaced (Heard the cop loud and clear and have witness the cop saying, " I don't know but I'm sure he doesn't know since he bought this car used 2 years ago.")
-Cops pointing to main coil wire and says why do you have an extra wire... makes you try to mess up so they can lay you down for a ticket for something thats not illegal
-Cops sit outside of car shows and just nail whatever moves out of the parking lot. (Santa Barbara is rich with car enthusiast so at the euro car meet they nailed a bunch of people for stupid stuff as usual, so friends wrote a letter complaining and simply stating that its hurting city's benefits. ie. hotel/tourist attraction)
.....so those are some examples. Becareful guys and remember don't just take it in the ass.... do something about it....maturely to show the city that its not just lil street racing faggots that have modified vehicles.

HAAAHAHAHA, most of the area's I would not go to anyways, short of like a dinner out in San Francisco with my girl. You know what, the only San Francisco cops that would do something are the Sunset division officers because nothing goes on out there and they are bored.
Irwindale? For the track ya but there are much better tracks for drifting.
Like I said earlier, know the targeted areas, be careful about even going there and if you do drive like a sane adult driver. Also like I said earlier don't have a loud exhaust or one that shouts look I am modified.

It seems after they go through DRAG training some cops think they are the shit at picking out modified vehicles and they'll pull ANYTHING over. When I got pulled over in my supra I had a Greddy MX exhaust cruising at sub 3000 rpm. They've pulled up to people with stock integra type R's at gas stations and made them pop their hood while getting gas. Just because you drive normally and you don't have a loud exhaust does not make you immune to these tickets. Of all the times i've been pulled over I didn't even get a chance to begin driving the speedlimit... Usually occuring after a stop light or in a school zone.
EDIT: it also helps to have out of state plates

I drove my car for a year with expired registration. Got pulled over don't know how many times. Stopped for a headlight out, stopped for no front license plate. Never once did a cop give me a hard time about driving a slammed car with a huge can. Even sitting in a racing bucket, and digging for my registration and insurance never once has a cop said anything about my car. Just lucky? Maybe. Just don't drive like an ass, and keep the silencer in your can.
If you get rolled by a cop that is trained to spot this stuff, well you got unlucky and that guy just happened to see you that day.

I got pulled over at the same spot few days latr, and got a stop-sign ticket, and fix-its!

O belive me Street racing is still very big in LA trust me I know sometimes I go to see them, But this is just a fuckin faze that will soon evaporate because Cops and I mean all of lawenforcement can't just attack people with modified cars. They have other shit to do Like stop drug dealers, Crack down on gang violence, theft, all of the stupid crap fuckin cops do ona regular basis thats there damn job. U swear there going to be doing this for more and more time to come, This is just a Board little stupid group of fucks up in the state capitol that just want easy money to pay for there own retarded debts that they got them selfs in to. CHP is the one everyones got to worry about but like I said stupid cops getting this training is just so dumb, One example when Me and my friend were leaving these street races we go on the freeway and got off in South El monte, and I made a turn on to Rush street and there were six Black and white all lined up with there lights all turned off, and as I drove further there was to cop cars that pulled over a new 06 STI all the passengerw were there on the side walk sitting down and the fucking cop was probably talking some shit. WHen I pass right at the speed limit one FUckin cop speeds up and is right on my ass then he turns on his lights and pulls me over for WHAT???? He had no god damn reason to pull me over sure I had a exhaust but I put it in 4th grear that way it wouldnt make any noise, Long story short he didnt check my shit had me sit there for 20minites gave me my license and I split and that was SOuth EL monte PD, those assholes have a big rep giving out ref tickets and the asshole didnt even inspect my car. Just be fuckin carefull drive like a saint when you're in a red zone city with bitchass cops,

well, i guess im fucked, but yeah sunset cops are pretty chill, they just kik it over at 7-11 at taraval and 32nd and drink their cofee, but yeah getting on their bad side is not a good idea becaause they can be assholes sometimes. i think if you show any decent cop respect and not act like a punk then they will be more leniant. being respectfull got me out of a few ticks. i hope i didnt jinx myself :ughd:

Ok, Personally I have know problem busting "Street Racers", and I personally know Jason Golson. Now procecuting for Murder I believe that is a stretch, but that is a whole different thread.
The laws are pretty simple, and if you break the law do you not have to pay for it? Now I am not talking about an intake, or open air filter, I am talking about swapping an SR in and then getting bummed because you got pinched. You knew it was illegal, so be prepared to pay for your actions.
My main problem lies with the discrimination tward imports. What about all these pushrod slingers that are out there raceing even more so than the Honda boys, or getting pulled over for modified exhaust and a Harley rolling by at over 100db. By the way motorcycle noise limit is 80db. I also have a problem with the donorcycles racing down Auburn bl at well over 100mph. Like others have stated... DON"T STREET RACE!!! It has nothing to do with your abillity to drive..My friend Jason never touched the other car alledgedly he raced Steven Skattebo and Steven crashed and died. Now Jason is up for Murder charges. Second if you do get pulled over don't be a Dick! Cops are people to, they are doing their job just like us. They are trying to support their families just like us. If you treat them as such you might just get off instead of getting a ticket.

me and about 2 other 240sx and one 240z where leaving my friends house about 11:30 at night just to go down by the local shopping center kick it spot by the university.. not even a block from my friends house and a cop just pops up right behind us. We are just cruising and not even doing any harm. we decide to pull into a shopping center so the cop can drive by, but guess what he follows us and pulls my car over *i was driving my friends car when it happen but i was right in front of him* and cop instantly says pop the hood.. all becuase they thought my tags was expired cuz the plate was dirty.
this was 2 weeks ago in riverside and I now have a fat bar ref ticket.. Cops really do abuse and profile. Cops are always right to pop your hood for no reason and arrest you if you resist *thats what they say*
What about the first amendment of the constitution "Freedom of speech".. moding your car is you speaking out that you want to be different... the fourth amendment "The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures" just becuase street racing is popular, that is not a reason to pull people over.

this really pisses me off because this has happened to me. I pay california taxes etc, legally purchase my parts in california and pay taxes, and this is what I get.
The best way to treat this problem, is to censor the media.. Take it out of movie theaters and television, and jsut have more cops on the beat with speed traps etc... Not just pulling over cars becuase they are loud or lowered, thats a poor attempt to clarify things.
This is DWB all over again.

I totally feel you man Cops are fucking stupid all they want to do easy work and harass and stop people with modded cars and not do real police work like catch drug dealers,tagers,gangsters etc, I hate the Police all those fucks can rot in Hell.

paying taxes and buying parts locally doesn't make it legal...
the cop took a gamble that you might have something illegal and he was right. easy prey as far as he's concerned. what's he gonna do, let you go past cuz you're too easy to get? maybe if some chick was being raped as you drove by he'd go stop the rape instead, but nope, nothing else was going on in the area he was responsible for (that he knew of anyway), so tag, you're it.

i understand they are just doing thier job... but the way a BAR Ref fix it ticket works literally means "I have no idea what it is, you may be fine, but i dont care just go have a BAR ref write it off" and the governemtn is paying alot more money to enforce these laws etc.. Its going to get worse with every ricer movie becuase more kids are going to get into it etc, All those kids we hear about getting killed are usually under 20 years old.
Im just gonna get rid of the s13 and get a s30z.. i cant live my life in fear of police any more...

i talked to a guy who was ex lapd for hella years that's now a counselor at the school. He said that if you can prove that there was no probable cause or the means in which he pulled you over was illegal the whole ticket is dismissed. So go in w/ a storyboard w/ poster pictures, diagrams of the city area you were in and take lots of pics and do research. Sounds like just because he "thought" your tags was expired is no reason to pop your hood, and aren't they "trained" to be able to see those things, they can spot you going 5mph over the speed limit but after following you for 2blocks can't tell if your tags are up to date. Take a pic of the plate and the tags and you should be fine.

:rant2: well...i'll sat this...many of those cop are arrogant pieces of shit:rl: :madfawk: . they abuse their power and try to intimidate kids. im sure they pull over more mports then domestics...unfairly too. its just another way to pull in money for california. they need to concentrate on the every day white collar speeder and drunk driver. u dont have to be moddified to race. they need to focus on real inncidents and accidents that actually occur or are in preogress. a good majority of this canbe atributed to-->:2f2f:
i couldnt even live in california again now...i cant not modify a car/truck in some way...its unholy lol. but as far as this goes.....they are killing a multi million dollar industry. and most performance shops we buy from are based in california.

One reason that is, is because most modified domestics are older than 30 years old, with no smog laws for them, so the cops can't do anything to them.
