Easy question: Checking on the turbo before install I found out it doesn't free spin. Am I COMPLETELY screwed, or do I have the chance of rebuilding? What's the best/cheapest option (i.e. rebuild/replace/upgrade)?

maybe it's not ball bearing?
correct me if i'm wrong, after trying to spin propeller...
thrust bearing - doesn't really spin freely after trying to spin it
ball bearing - spins 1-2x
2x ball bearing - spins like 10928375 times

What kind of turbo?
As far as I know it should spin freely.. otherwise whatever is holding it back will get eaten up when you run the car.

Option 1: Buy another T-25 $100-$200
Option 2: Buy a T-28 or BB T-28 $400-$600
Option 3: Get a garrett series upgrade turbo $1000-$1300
Id tell you to go 3 but i dont know wut else is done to the engine to support that much air.
You can rebuild the stock one if YOU can do it or know somebody who can do it for you for nearly free. IIRC rebuild kits for T-25s are bout $60 or so.

Well if you upgrade turbo, remember that you have to upgrade other things too to keep your engine safe. More air, you will need more fuel. To have more fuel, you will need something to control the extra amount of fuel.

So upgrade sounds like injectors, MAF, ecu reprogram, and bigger Turbo.... Doable anyone know what number's i could produce, modest numbers?

Have you tried pouring a bit of oil in and letting it sit? See if a bit of oil will re-lube and allow the turbo to spin freely.
My t3/t4 normal old thrust bearings will spin easily, and rotate a few times on its own after spinning it by hand.

Anythings possible with $$$. It all depends on how big of a turbo you wanna run. It also depends on how well its gonna be tune. Also depends on how soon you wanna blow your engine... :rawk: Like I said, you start tweaking one thing, you better start looking at what else could break cuz you pushed something else. For stock setup...max you can get is roughly ~270-280. Injectors, turbo and Maf are pretty much maxed at that point. You push over those numbers, you better start looking at other things. Your suspects will be the stock headgasket, the head and lastly the stock bottom end that nobody would really know the condition of.

Or you can maybe upgrade to a S14 or S15 T28. Better than your t25 and wont need as many supporting mods.
