Mr Alifi, Hai Malakal in Upper Nile State, told the Juba Post newspaper that he heard a loud noise around midnight on 13 February and immediately rushed outside to find Mr Tombe with his goat.

Yea, in Rural Muslim regions, as I understand it, law is governed by the local religious leaders who go by thier interpertation of the Koran. Another example is in the case of a rape, the woman may be stoned for adultry, or forced to marry her rapist. The man goes unpunished. Again, this depends on local interpertation of the Koran. Not saying it's right, but alittle background to the situation.
