To elaborate:
NO.
Not in Cali, nor anywhere else in the US of A.
There's a reason all the importers say "for off road use only".

But ESPECIALLY not in cali.
They've not been EPA tested.
They've not been CARB tested.
They won't pass cali smog/emissions.
They won't pass visual inspection.

And there's NOTHING you can do to rectify any of those.

If you're making a track car, or a show car... hey! you're in business.
But if you want a JDM daily driver to impress the kiddies, you're SOL.
