My unknown short/drain

Hey so my dilemma is pretty simple. When I go to crank the motor with the key it just ticks and hesitates multiple times. I have a brand new starter. And I took off the ignition just to double check that it wasn't that either. The car was previously automatic but swapped to 5-speed. That was done almost 2 years ago

Get a multi meter

1) voltage across battery
2) voltage at starter (big wire) to a known good ground

We need more info

All I hear is the clicking from the solenoid popping. I bought a brand new 4 gauge cable wire from oreilys last night and bolted the other end from the battery to my firewall by the vin number. But as I go to turn the key. The started just clicks really fast. I feel like Im close to solving it but yea I have no volt-meter to measure the ohms and such it got stolen.
I was reading on someone's else's thread that my solenoid isn't grounding and to try to move my bolt to the intake manifold. But my starter is also new I bought it yesterday.
