s14 KA into s13 chassis for smog

I'm not sure if im posting this in the correct area. My question is, can you smog an s13 with a s14 motor. I know the timing is different and the s14 doesnt have a smog pump. I want to put an s13 KA in it, but ive been shopping for over a month and nothing has come up, but thousands of s14 engines are on the market. If i complete convert everything and put the timing to an s13s (which is 16 i think? s14 is 20?) Will everything go smoothly? Has anyone done this before? Advice would be greatly appreciated.

Dont get me wrong. I think u can change something simple:

S14 intake manifold to s13 manifold
S14 dizzy to s13 dizzy
Engine harness, of course
Ecu too
Clutch is all the same
S14 ps pump to s13 ps pump I think that's it.

yes I know how to convert it to s13 related parts, my question is can it smog under s13 KA regulations. The HC, CO, NOx requirements and the two engines have a different timing spec. When I take it in to smog, It will have to be timed to the s13 spec, how will the s14 head/block react to that?
