so i have a set of s13 jic fla 2 coilovers and i have to adapt s14 rear top hats to them, i found a set of cusco top hats, would they be a direct bolt on to the s13 rear coilovers?

S13/S14 use the same front Top Hats

Rears are different

Yes, JIC and cusco both use 2.5" ID springs so as long as they both have pillowball upper mount of the same inside diameter you will be okay. You should measure them but i would bet they are interchangeable.

Props to you for using S13 rear coilovers on an S14.
