S13 hazard/signal problem
Well randomly while driving I pressed my switch to turn and the lights didn't work for either side. So arriving home I changed a couple fuses, when I press the hazard button the lights on the cluster stay bold- on. Then after a few seconds a strange noise starts behind my dash. A small fuse like a 10 only blows out. I'm wondering if there's a problem with a relay or the hazard switch. Please help me out.

Faulty relays and switches do not blow fuses. Shorted wiring does. Pull out a FSM and wiring diagram. Figure out which fuse is blowing, reference the wiring diagram to check whatever wiring that fuse would normally send power to. Your turn signals aren't working; I would suggest a visual inspection on the wheel fender wiring harness.

I literally did some more in-depth searching and a lot points to the flasher unit under the steering wheel. Where the noise was coming from. Thank you so much for your advice as well.
