No one makes one for the OEM bumper. A couple companies make them for their aftermarket bumper, but they're rare and expensive. The only one I know of that is still in production is the uras type gt one.

There are a few out there, but as it's been said, they're usually "one off" types done by JDM aero companies, making them very expensive.

rhd jpan sells a universal one. EUROU Rear Diffuser Type 3 . I got that one . going to(bodyshop) incorporate that one with the URAS one . it ill be done this week hopefully

this one is bumper specific made by top garage. here it is on my car. Red Square also test fit it on his car, but i cant find the pictures.
a picture on the top garage demo car: other than this one there arent many i can think of. RaceOn fits like shit and looks like shit. FRP is the only version they are doing anymore. they are not doing carbon for a while now. First Molding makes one for s13 and 15, no s14. i heard of people retro fitting both R32 or S15 one onto the s14 because they are very similar dimensions. so in theory, and r32 or s15 one should work. you could always do what Garage Defend did and use a diffuser like RaceOn and cut the rear bumper to make it fit, like so: i believe that is top secret diffuser, unsure which exact one. i dont think they make just an s13 application. you could totally just use an FRP rear bumper and cut it out like that, buy FRP raceon diffuser. but i dont think that will look the best, probably most cost effective though. which would still set you in the 700 dollar range, just for rear bumper and diffuser. these pop up on YAJ every once in a while also, not really my style of diffuser, but look alright: i dont think this one is the same, but looks similar. not sure who makes this one. could be one off

Unless I'm going completely blind, that looks like an OEM Kouki 180sx rear valance set on a Coupe. Not a diffuser.
