Gas Leak

ok i've been leaking gas for about 2 months now...i dont get super horrible gas mileage but im tired of my car smelling like fuel all the time. so i got up under the rear end today at work with sum "liquid welder" thinkin i could patch the seam of the tank(which is where i thought it was leaking) til i could buy a new tank.




i look up and i see all this rubber shit glued to the top of my tank.





its in sheets and goes over my tank to the front. so i took a chisel and lifted one corner and i can't figure out wtf this shit is.




Can anybody tell me wtf this is and if its normal or not? i personally haven't seen it anywhere else before. im still new to workin on my own cars so be gentle with me lol

It is supposed to be there, And is the tank actually leaking or is the pump seal bad. ie Do you see a puddle of fuel after it has been sitting for a while? Or do you just smell it in the cabin?

i smell it in the cabin when the engine is running. also, it puddles after driving for a little bit but stops leaking when i pull away from a light. i believe its the tank because i already checked the pump seal for integrity. and you can smell it inside as well as outside the car...and from FAR off lol

Check your fuel lines coming from the fuel pump fittings all the way to your bodys hard lines, also check your gas spout to see if anythings leaking there.
