E Brake wont Lock

Ok guys so. I adjust my ebrake so that it will only travel 6-8 clicks with a firm pull like the manufacturer represents. So seeing as the car will see some drifting i decided to try a lock the rear wheels by ripping the ebrake the wheels didnt lock. Just came to a slow stop. The rear pads are good and im pretty sure that the caliper is too. Also i get a weird grinding noise in reverse from the brakes and two hard clicks in forward while pressing the brakes after the car has been sitting for a while. Can anybody give me some help

Loosen your ebrake just enough so the pads aren't dragging the rotors, push the clutch in before ripping the ebrake.

first its auto and second the ebrake was way loose before and nothng happened. i tightened it up slowly and tested with little improvement

is it difficult to replace the cables because i dont have the money for a hydro set up
